For most Australian councils, surveillance procurement comes down to two options that both feel like a compromise.

Option one: buy everything outright. Own the hardware, own the headaches. You carry the capital cost, manage the maintenance, and watch the technology age on your asset register while the market moves on.

Option two: subscribe to a managed surveillance service. Lower upfront cost, but the vendor owns the hardware, controls the platform, and — critically — holds your data. When the contract ends or the provider is acquired, you start from scratch.
