Every council that has ever installed a surveillance camera has done it for one of two reasons: to stop something from happening, or to know when something has happened.

These are not the same goal. And the camera you need for each one is not the same camera.

Most surveillance cameras sold to local government today are deterrence cameras. The assumption behind them is that a visible camera changes behaviour — that a potential offender sees it and decides not to act. For some use cases, that works. For most of what councils actually need in 2026, it doesn't.

The problem with deterrence as a sole strategy

Deterrence requires the person you're trying to deter to see the camera, believe it's monitored, and care about the consequences. In practice, illegal dumpers know councils can't monitor every camera in real time. Trespassers know remote sites are rarely watched. Vandals know that even if footage exists, identifying them from standard CCTV is difficult and prosecution is rare.

A deterrence camera that isn't stopping the behaviour is just an expensive way to record evidence you may never use.
